וּבָרַ֖ד בְּרֶ֣דֶת הַיָּ֑עַר וּבַשִּׁפְלָ֖ה תִּשְׁפַּ֥ל הָעִֽיר׃

Forces of nature often serve as powerful symbols of either divine protection or sudden destruction. A striking prophetic vision contrasts the violent impact of hail on a forest with the peaceful setting of a low-lying city. The primary approach among commentators views this as a promise of deep security and agricultural prosperity for the Israelites. When storms come, God directs the destructive hail to fall exclusively on the wild, barren trees of the forest, completely sparing the planted fields and vital crops. Because of this divine protection, the people will no longer live in fear. They will abandon the need to build heavily fortified strongholds on high mountain peaks. Instead, they will dwell safely in open cities built in the valleys and lowlands [רד״ק, אבן עזרא, מצודת דוד]. Free from the threat of war, their city walls will remain comfortably low [שד״ל]. Furthermore, while Jerusalem may sit in a topographically low place, its spiritual and national greatness will never diminish [רד״ק].

However, another perspective interprets this storm as a metaphor for the crushing defeat of wicked nations. The falling hail represents a shower of disaster that God will unleash upon enemies whose cities are currently as dense and imposing as a thick forest [רש״י]. The deafening noise of the Assyrian army collapsing is compared to heavy hailstones violently smashing through the trees [שד״ל]. According to this view, the city that is brought low and destroyed is not an Israelite settlement, but rather a powerful foreign capital, such as that of the Persian empire, facing its ultimate downfall [רש״י].

Grounding the prophecy in specific events, the imagery also reflects the historical devastation caused by the Assyrian king Sennacherib. The forest and the lowlands correspond to actual regions within the territory of Judah. The scene captures the tragic period when the forests were cut down and fortified lowland cities, such as Lachish and Libnah, were completely leveled by the Assyrian forces [מלבי״ם]. From a strictly natural standpoint, the imagery vividly captures the physical toll of a severe storm. As heavy hail batters the forest, torrential rains wash away the soil of the lowlands, causing the very ground beneath the city to physically sink and settle into the earth [ביאור שטיינזלץ].
