וְצָמְח֖וּ בְּבֵ֣ין חָצִ֑יר כַּעֲרָבִ֖ים עַל־יִבְלֵי־מָֽיִם׃

A promise of prosperity and spiritual growth is painted through a vivid picture of the natural world. Two distinct plant metaphors combine to illustrate a future of rapid expansion paired with lasting stability. The primary approach among commentators is that this imagery represents the incredible success and multiplication of the Israelites, fueled by the spread of God's blessing and spirit [אבן עזרא]. The growth will first mirror the nature of simple grass, springing up rapidly, abundantly, and densely [רד״ק, שד״ל, ביאור שטיינזלץ, מצודת דוד]. Yet, because grass is fragile and quickly withers, the picture is completed with the image of willow trees planted by flowing streams. Unlike the grass, this growth will reach upward, remaining strong, solid, and continually fresh, thriving perfectly in optimal conditions [רד״ק, שד״ל, מלבי״ם].

Other perspectives view the grass not as a metaphor for the Israelites themselves, but as a representation of their external environment. Even while living among the nations of the world, who are compared to dry and fading grass, the Israelites will stand out vibrantly, like willow trees drawing spiritual richness and holiness directly from a pure water source [מלבי״ם]. Taking a more specific view, the grass represents the nation of Amalek. Despite taking root within such an environment, the Israelites will continue to multiply and expand, bolstered by converts who choose to join them [רש״י].

Ultimately, the lasting stability of this blessed growth, which encompasses both wisdom and wealth, is not guaranteed by nature alone. It depends entirely on a constant, living connection to the Torah, which serves as the vital water sustaining the flourishing willows [אדרת אליהו].
