כֹּה־אָמַ֨ר יְהֹוָ֥ה עֹשֶׂ֛ךָ וְיֹצֶרְךָ֥ מִבֶּ֖טֶן יַעְזְרֶ֑ךָּ אַל־תִּירָא֙ עַבְדִּ֣י יַעֲקֹ֔ב וִישֻׁר֖וּן בָּחַ֥רְתִּי בֽוֹ׃

A profound message of comfort and divine promise is offered to the Israelites, rooted in their deep and enduring connection with God. To ease their fears and inspire confidence even in times of sin, God reminds the nation of His constant care from the very beginning of their existence [ביאור שטיינזלץ, אדרת אליהו]. This ongoing relationship is described as a dual process of forming and making. The primary approach among commentators is that this represents two stages of development, where the initial shaping of the nation is followed by the completion and perfection of its character [מלבי״ם].
