The purpose of suffering is not to cause harm, but to wake up sinners and encourage them to repent, especially when their mistakes are driven by natural desires and temptations. However, in this situation, the people made a calculated, conscious decision to rebel and worship idols. Because of this intentional conspiracy, God brings upon them a punishment with no cure [מלבי״ם].
This impending disaster is so severe that no amount of physical strength or human power can help them escape it [מצודת דוד]. Naturally, when this inescapable trouble hits, the people will pray and cry out to God for rescue [מצודת דוד].
Yet, God chooses not to listen. This divine silence is a direct result of their deeply distorted spiritual state, as they have no genuine intention of changing their ways. Their mindset is so twisted that when God refuses to answer, they will completely misunderstand the reason for their suffering. Instead of realizing their mistakes, they will conclude that they are being punished for not worshipping their idols well enough. Ultimately, this will lead them to turn and cry out to the idols themselves [מלבי״ם].
