מִֽי־יַגִּ֣יד עַל־פָּנָ֣יו דַּרְכּ֑וֹ וְהוּא־עָ֝שָׂ֗ה מִ֣י יְשַׁלֶּם־לֽוֹ׃

The glaring success of evil people and the absence of visible justice present a deep moral challenge. A wrongdoer often acts freely, without any fear of criticism or penalty. The primary approach among commentators highlights human helplessness in the face of such power and influence. Because the wicked person is so successful and strong, no one dares to confront him during his lifetime, warn him about his behavior, or threaten him with punishment [מצודת דוד, רמב״ן, ביאור שטיינזלץ, תקות אנוש].

This silence stems from several practical fears. From a legal standpoint, it is nearly impossible to find witnesses willing to stand up and testify against the powerful wrongdoer about the crimes he has committed [מלבי״ם]. Beyond the fear of retaliation, there is also a social barrier. People avoid speaking out because they carry their own moral failures. Anyone who attempts to correct the wicked person risks being accused of hypocrisy and told to fix his own flaws before judging others [אלשיך].

Once the wicked person carries out his plans, the lack of justice becomes even more apparent. There is simply no one brave or strong enough to hold him accountable or force him to pay for his actions [מצודת דוד, מלבי״ם]. He ultimately finishes his life in peace and receives a respectable burial just like anyone else, without death acting as a penalty for his choices [תקות אנוש].

While most interpretations focus on the untouchable nature of the wicked person, an alternative approach directs these hard questions toward God. From this perspective, the underlying issue is that no human can challenge the ways of the Creator. No one has the authority to tell God how to act or demand an explanation for why He allows evil individuals to do as they please without facing immediate justice [אבן עזרא, רש״י].
