Long before the Israelites crossed into their new land, specific safe havens were already established on the eastern side of the Jordan River. These cities of refuge were not a new addition during the main settlement. Instead, they had already been designated and set apart in the past under the leadership of Moses [רש״י, ביאור שטיינזלץ].
To create these safe zones, each location was taken directly out of the land belonging to the specific tribes living in that region [ביאור שטיינזלץ]. One of these designated areas was located within the territory of Manasseh. Tradition preserves a unique detail regarding this city's name: while the written record spells it as Galon, it is traditionally pronounced and read aloud as Golan [מנחת שי].
