וַיִּפָּקְד֣וּ בַיּוֹם֩ הַה֨וּא אֲנָשִׁ֜ים עַל־הַנְּשָׁכ֗וֹת לָא֨וֹצָר֥וֹת לַתְּרוּמוֹת֮ לָרֵאשִׁ֣ית וְלַמַּֽעַשְׂרוֹת֒ לִכְנ֨וֹס בָּהֶ֜ם לִשְׂדֵ֤י הֶעָרִים֙ מְנָא֣וֹת הַתּוֹרָ֔ה לַכֹּהֲנִ֖ים וְלַלְוִיִּ֑ם כִּ֚י שִׂמְחַ֣ת יְהוּדָ֔ה עַל־הַכֹּהֲנִ֥ים וְעַל־הַלְוִיִּ֖ם הָעֹמְדִֽים׃

A profound spiritual awakening and deep joy in the Temple service inspired the creation of an organized economic system to support those who served God. The people felt immense gratitude for the Priests and Levites who dedicated themselves to offering thanks, giving praise, and maintaining purity before Him [רש״י, מלבי״ם]. This widespread joy motivated the nation to become highly careful in giving their required agricultural gifts and in setting up a proper system to manage them [מצודת דוד].

To handle these gifts responsibly, specific individuals were appointed as treasurers to oversee dedicated storehouses within the Temple [רס״ג, אבן עזרא]. These chambers were used to gather the various contributions commanded by the Torah, which were brought in directly from the surrounding city fields [רש״י, מצודת ציון]. The stored items included general contributions, tithes, and initial offerings. The primary approach among commentators is that these initial offerings were the first fruits of the harvest [רלב״ג, מלבי״ם, ביאור שטיינזלץ], though they are also understood as the separated dough offering [מצודת דוד].

Centralizing the collection of these gifts within the Temple established an organized distribution system, ensuring every group received its rightful share [רש״י]. This solved a major practical issue. In the past, the Levites were forced to travel from city to city to collect their tithes. With the produce now brought directly to the Temple, they were freed from financial burdens and could dedicate all their time and energy to their holy work [רלב״ג, מלבי״ם]. Furthermore, the treasurers ensured that the food was distributed first and foremost to the Levites who were actively serving their shifts in the Temple, prioritizing them over those who were not currently on duty [מלבי״ם].
