Refusing to let the situation deteriorate further, Nehemiah takes immediate practical action. He gathers both the Levites and the priests [רש״י] and restores them to their original positions [שטיינזלץ, רלב״ג]. He carefully reorganizes their shifts, ensuring that each person returns to their traditional role in the Temple service [מצודת דוד, מלבי״ם].

This physical return to the Temple is firmly tied to a renewed financial commitment from the public. Once Nehemiah reinstates the Temple workers, the people of Judah resume bringing their required tithes of grain, wine, and oil to the treasuries.
