Nehemiah's reaction to Tobiah's improper presence is not limited to quiet frustration; it instantly translates into decisive action. Viewing the situation as deeply wrong, he refuses to sit idle [מצודת דוד]. Realizing that Tobiah has entered a space where he has no legal or moral right to be, Nehemiah moves quickly. He physically throws out all of Tobiah's furniture and personal belongings, completely clearing the area [מצודת דוד, ביאור שטיינזלץ].

This dramatic step causes immediate outrage. The leaders of the people, along with Tobiah's own relatives, are highly resentful of the forceful removal. Facing their strong opposition, Nehemiah takes steps to justify his response. He orders that the Book of the Torah be read aloud to them. By doing this, he provides undeniable proof that Tobiah is strictly forbidden from entering the congregation [מלבי״ם].
