בַּיּ֣וֹם הַה֗וּא נִקְרָ֛א בְּסֵ֥פֶר מֹשֶׁ֖ה בְּאׇזְנֵ֣י הָעָ֑ם וְנִמְצָא֙ כָּת֣וּב בּ֔וֹ אֲ֠שֶׁ֠ר לֹא־יָב֨וֹא עַמֹּנִ֧י וּמוֹאָבִ֛י בִּקְהַ֥ל הָאֱלֹהִ֖ים עַד־עוֹלָֽם׃

A public reading of the Torah brings about a sudden and powerful realization regarding the boundaries of the community. As the teachings are read aloud, the people rediscover an ancient prohibition against integrating certain neighboring nations into their own. The simplest understanding is that it occurs on an ordinary day when the people gather to hear the teachings [ביאור שטיינזלץ]. However, other perspectives tie this event to highly significant historical moments. It may take place on the exact day the newly rebuilt wall of Jerusalem is dedicated [מצודת דוד]. Alternatively, it is deeply connected to a specific crisis involving Tobiah the Ammonite, who had successfully formed marriage alliances with the leaders of the people. On the very day Nehemiah acts against Tobiah and removes his belongings, he orders a public reading specifically to present the explicit warning against such foreign alliances [מלבי״ם].

The text read to the people is specifically from the Book of Deuteronomy, which contains the original command regarding these nations [מלבי״ם]. The law they uncover clearly states that individuals from Ammon and Moab cannot enter the assembly of God. In practical terms, this means the community is forbidden from accepting converts from these specific nations for the purpose of marriage and integration into the broader assembly of Israel [מצודת דוד].
