A severe famine and the heavy burden of rebuilding the walls of Jerusalem left the common people in deep financial distress [מלבי״ם]. In response to this crisis, Nehemiah makes an emotional appeal to the wealthy class, urging them to follow his own personal example and completely forgive the debts of their poorer brothers [רש״י, מלבי״ם]. He presses the wealthy to act immediately, without any delay [מצודת דוד].

The demand for relief is twofold. First, the creditors must return the physical assets that the poor were forced to mortgage to survive, which include their fields, vineyards, olive groves, and homes. Second, alongside the return of these properties, Nehemiah insists on the complete cancellation of the loans themselves. While a specific amount of a hundred pieces of silver is mentioned, the primary approach among commentators is that this number serves merely as a representative example. The wealthy are expected to forgive the debts entirely, whether the amount owed is exactly a hundred silver pieces, significantly more, or even less [רלב״ג, מצודת דוד, אבן עזרא, מלבי״ם]. It symbolizes a large sum [מצודת ציון], referring generally to the vast amounts of money the poor owe to their creditors [רש״י, ביאור שטיינזלץ].

This financial relief extends beyond just silver. Nehemiah requires the creditors to forgive loans that were given in the form of agricultural produce, specifically grain, wine, and oil [מצודת ציון, ביאור שטיינזלץ]. He demands a total halt to all collection efforts, ensuring the poor are entirely freed from the burden of repaying what they borrowed [אבן עזרא].
