His authority stemmed directly from an official appointment by the king [רש״י]. The twelve-year period he describes began in the twentieth year of King Darius's reign, marking the time when Nehemiah first made the journey from Babylon [רש״י]. He considered these men his brothers, though they were not his biological family.
