וַיַּ֣עַשׂ מֹשֶׁ֔ה וְאֶלְעָזָ֖ר הַכֹּהֵ֑ן כַּאֲשֶׁ֛ר צִוָּ֥ה יְהֹוָ֖ה אֶת־מֹשֶֽׁה׃

Distributing the spoils of war was a sensitive task that required the direct involvement of the highest leadership to ensure transparency and strict adherence to God's instructions. Moses and Eleazar the priest took on the physical work of counting and dividing the property themselves. Ordinarily, such manual and administrative labor might seem beneath the dignity of individuals in their exalted positions. Yet, because God specifically commanded it, this task became a direct obligation that required their personal participation, entirely setting aside any considerations of status or honor [העמק דבר].

Noticeably absent from the actual distribution are the tribal leaders, despite being instructed earlier to participate. Commentators offer two ways to understand their missing presence. One approach suggests that it was simply understood that these leaders acted under the direct authority of Moses. Because he was the ultimate leader, their participation was implied, making it unnecessary to mention them explicitly [רמב״ן].

Another perspective focuses on the exact purpose the leaders were meant to serve. Since the task involved handling vast amounts of wealth, God originally requested their presence as supervisors to prevent any suspicion that Eleazar might take more than his rightful share. However, this supervisory role was an option rather than an absolute requirement. Ultimately, the tribal leaders decided to stay away from the distribution because they had absolute trust in Eleazar. They viewed him as being as pure as an angel of God, firmly believing that overseeing his actions to guarantee his honesty was entirely unnecessary [רמב״ן, הטור הארוך].
