וְאֵ֤ת כׇּל־עָרֵיהֶם֙ בְּמ֣וֹשְׁבֹתָ֔ם וְאֵ֖ת כׇּל־טִֽירֹתָ֑ם שָׂרְפ֖וּ בָּאֵֽשׁ׃

The punitive campaign against the Midianites, who had led the Israelites into idolatry and prostitution, reaches its peak with the total destruction of their physical infrastructure. By burning these structures to the ground, the goal is to wipe out every trace of their presence, including their governmental and religious centers.

The focus of this destruction is on the specific areas where the Midianites had established communities. Since the Midianites were primarily nomadic tribes living in tents, the fires specifically target their permanent places of residence [רש״ר הירש]. From a geographical standpoint, this devastation was strictly confined to cities located within the actual borders of Midian, leaving alone any Midianite settlements scattered throughout neighboring Moabite territory [העמק דבר]. Another perspective suggests that the destruction extended beyond the physical buildings, meaning the cities were burned entirely along with all their inhabitants [הכתב והקבלה].

Alongside the standard cities, specific prominent structures were also targeted and burned. One approach views these distinct buildings as military or governmental centers. These could have been fortified, walled cities [רלב״ג], heavily guarded residential complexes [ביאור שטיינזלץ], or royal palaces [אבן עזרא]. More specifically, they might have been the grand residential estates belonging to the Midianite officers and lords [רש״י, מלבי״ם].

Conversely, another perspective argues that regular residential buildings and palaces would already be included in the general destruction of the cities [אם למקרא]. Therefore, these unique structures were likely the spiritual centers of Midian. They functioned as houses of idolatry and gathering places dedicated to astrology and fortune-telling. These religious hubs, which may have been built in circular formations or situated on mountain peaks, were occupied by Midianite priests who were experts in the laws of their faith [רש״י, מלבי״ם, אם למקרא].
