בְּאֵ֣ין תַּ֭חְבֻּלוֹת יִפׇּל־עָ֑ם וּ֝תְשׁוּעָ֗ה בְּרֹ֣ב יוֹעֵֽץ׃

Survival and success, whether for an entire nation or an individual, depend entirely on careful planning and seeking advice. Moving forward blindly without a plan leads to ruin, while strategic thinking that includes multiple perspectives is the key to safety. True strategy involves cleverness and precise planning designed to achieve a specific goal [ביאור שטיינזלץ, אמרי דעת]. This goes beyond simple advice. It is an entire system of interconnected plans, woven together like a rope, ensuring that if one approach fails against an enemy, a backup plan is immediately ready to take its place [מלבי״ם].

The primary approach among commentators is that this concept applies first and foremost to politics and war. Without a clear strategy and thoughtful leadership during a conflict, a nation will be defeated and fall to its enemies. Victory is achieved by gathering many advisors, because each person brings a unique viewpoint and adds valuable insight to the campaign [רלב״ג, מצודת דוד, מלבי״ם]. However, even with the need for many opinions, these advisors must function with absolute unity, acting as a single entity to maintain strict secrecy. If they are divided and talk too freely, military secrets will leak to the enemy, causing the entire strategy to collapse [אלשיך].

Beyond practical warfare, this concept also serves as a lesson for spiritual and internal struggles. On a national level, the absence of spiritual leadership to guide the people in serving God results in moral failure and divine punishment [עמנואל הרומי]. When a community faces hardship, the true strategy required is the ability to look inward, fast, and repent. Without this spiritual response, the nation will fall [רש״י].

On a personal level, this describes the daily struggle against one's own desires. Without mental strategies to stay away from harmful urges, a person will easily fall into the trap of their own impulses. The ultimate safety of the soul depends on this same multitude of advisors—pure thoughts and honest people who guide a person toward personal completion and eternal life [רלב״ג, עמנואל הרומי].
