The plague of locusts brought total devastation to the Egyptian landscape, wiping out whatever plant life remained. Yet, within this overwhelming destruction, God exercised perfect control and exact precision. The swarm did not act like a typical natural disaster that spreads uncontrollably. Instead, the devastation was strictly confined to Egyptian territory. The locusts consumed the vegetation exclusively within Egypt's borders, completely stopping before they could cross over and eat the grass of neighboring lands such as Cush [אלשיך].

This destruction specifically targeted the crops that had managed to survive the earlier plague of hail. Commentators offer different perspectives on exactly what this remaining harvest consisted of. One approach suggests that the locusts devoured the grasses and ground plants that the hail had spared [רד״ק]. Another perspective maintains that the swarm specifically targeted the remaining fruit on the trees that had weathered the previous storm [אבן עזרא].
