וּרְחוֹקִ֣ים ׀ יָבֹ֗אוּ וּבָנוּ֙ בְּהֵיכַ֣ל יְהֹוָ֔ה וִידַעְתֶּ֕ם כִּֽי־יְהֹוָ֥ה צְבָא֖וֹת שְׁלָחַ֣נִי אֲלֵיכֶ֑ם וְהָיָה֙ אִם־שָׁמ֣וֹעַ תִּשְׁמְע֔וּן בְּק֖וֹל יְהֹוָ֥ה אֱלֹהֵיכֶֽם׃ {פ}

During the early stages of the Temple's construction, the builders faced numerous difficulties, and the structure itself lacked any real grandeur. Yet, a powerful promise guarantees that this humble reality will change significantly [ביאור שטיינזלץ].

The primary approach among commentators is that this transformation will be driven by Jews scattered in exile. They will eventually awaken, gather from the four corners of the earth, and travel back to participate in building the Temple [אבן עזרא, מצודת דוד, מלבי״ם, אברבנאל]. Alternatively, some suggest that foreigners from distant lands will be the ones to volunteer their efforts to build the sanctuary. This may have been historically reflected much later in the magnificent structure erected by Herod during the Second Temple era [רד״ק]. As the building becomes more perfected and these promises materialize, the fulfillment of these events will serve as undeniable proof to future generations. It will become entirely clear that the prophet's message was delivered directly by God, rather than being a product of his own imagination [מצודת דוד, מלבי״ם, אברבנאל, ביאור שטיינזלץ].

However, this grand vision is not guaranteed without effort. Its realization depends entirely on the actions of the people and their willingness to follow God's paths [רש״י, רד״ק]. Many commentators view this as a tragic historical missed opportunity during the Second Temple period. The very purpose of the return from Babylonian exile was to bring the people back to the holy site to serve God and pray for a complete redemption. Had they properly listened to God's voice, they would have immediately experienced a full gathering of the exiles, the return of the Divine Presence, and the restoration of the Davidic monarchy [מצודת דוד, מלבי״ם, אברבנאל].

Alongside this view, a different interpretation suggests that the requirement to listen is not a condition that might fail, but rather a certainty of timing. It is a definite promise for the Messianic era. In that future time, God will guide the hearts of the people to listen to His voice, ensuring that every aspect of the promised redemption is fully realized [אברבנאל].
