He is empowered to be entirely bold, ensuring that he does not show even the slightest hint of fear or submission [מצודת דוד, רד״ק].

God's empowerment is described through a two-fold toughening of the prophet's resolve. One perspective views this dual description simply as a repetition designed to emphasize the sheer intensity of the courage being granted [מצודת דוד]. However, another approach reveals a more specific, double-layered armor provided by God. First, the prophet is fortified with a boldness that completely eliminates fear, ensuring he will never surrender or be terrified of any harm the people might try to inflict [מלבי״ם, רד״ק]. Second, he is granted a hardened determination to remove any sense of shame, guaranteeing that he will not feel the slightest embarrassment while standing directly before them [מלבי״ם].
