A divine messenger approaches the prophet with a profound mission, carrying a message of hope for an exiled nation. The figure speaking to the prophet is, in fact, an angel [ביאור שטיינזלץ], who instructs him to absorb the unfolding vision through three distinct levels of perception.

First, the prophet is told to observe carefully. This requires him to focus his sight on the physical structures of the future Temple and its precise measurements [רש״י, מצודת דוד], along with the various shapes and figures presented before him [מלבי״ם, אברבנאל]. Next, he must listen closely to the words spoken by the angel and pay attention to exactly what is being measured [מצודת דוד, מלבי״ם, אברבנאל]. The third and deepest level of perception requires him to apply his heart and mind. He must not merely rely on his physical senses, but truly understand the meaning of these sights. He is tasked with uncovering the hidden secrets of the vision and grasping the deeper concepts behind the physical measurements and forms [מלבי״ם, אברבנאל, מצודת דוד].

The angel makes it clear that the prophet was transported from the Babylonian exile to this specific location for one reason alone: to receive this exact vision [רש״י, מצודת דוד]. The ultimate goal of this experience is for the prophet to relay every detail of the impending redemption to the Israelites who remain in exile. The primary approach among commentators is that sharing this detailed vision is meant to comfort the people, lift their spirits, strengthen their resolve, and plant a renewed sense of hope within them.
