בְּמַרְא֣וֹת אֱלֹהִ֔ים הֱבִיאַ֖נִי אֶל־אֶ֣רֶץ יִשְׂרָאֵ֑ל וַיְנִיחֵ֗נִי אֶל־הַ֤ר גָּבֹ֙הַּ֙ מְאֹ֔ד וְעָלָ֥יו כְּמִבְנֵה־עִ֖יר מִנֶּֽגֶב׃

A prophet in exile is granted a profound spiritual elevation, transported through a vision to witness the ultimate restoration of the Temple and Jerusalem. This experience is meant to offer comfort to the exiles who suffered through the destruction, assuring them that hope is not lost. They are promised a return to their land to see a new building that will be even greater and more magnificent than the first [רד״ק]. This journey is not a physical relocation. The prophet remains in his place, but the sights are revealed to him as vividly as if he were physically standing there [רש״י, מצודת דוד, ביאור שטיינזלץ]. On a deeper level, this experience is tied to a specific vision of the Divine Chariot, reflecting the concept that the earthly Temple is perfectly aligned with and parallels the heavenly Chariot above [מלבי״ם].

In this vision, God sets the prophet down [מצודת ציון] upon a very high mountain. Commentators universally agree that this is the Temple Mount. Its immense height in the vision carries both spiritual and physical significance. Spiritually, it represents the supreme status the site will achieve in the future, echoing the ancient promise that the mountain of God's house will be elevated above all other hills [רש״י, מלבי״ם, רד״ק]. Physically, the height reflects its actual geographical importance, as the land of Israel is considered higher than all other lands, with Jerusalem standing as the highest point within it [רד״ק].

Situated near this mountain, rather than directly on top of it [מצודת דוד, רד״ק, ביאור שטיינזלץ], is a building or structure [מצודת ציון, רד״ק] representing the city of Jerusalem. The city appears to the prophet either as fully built or in the active process of construction [רד״ק], located to the south of the Temple Mount [רש״י, ביאור שטיינזלץ]. The fact that it appears only as the general structure or shape of a city is significant. In the future era, Jerusalem will be located at a great distance from the Temple, rather than immediately attached to it as it was in the past. Because of this vast separation, from his vantage point on the mountain, the prophet sees it from afar simply as the pattern of a city aligned to the south [מלבי״ם].
