God assures the king that whenever such times of trouble fall upon the nation, He will be ready to accept their repentance and prayers [מצודת דוד, ביאור שטיינזלץ]. The three distinct plagues correspond directly to three specific prayers, and in return, God promises a three-part response: He will hear their prayer, forgive their sin, and heal their land [רש״י].
