I Kings 20:31Sefaria

Trapped and without any avenue of escape, a defeated king and his men must confront their bleak reality. Recognizing that their only remaining option is to fall into the hands of the Israelites, the servants of Ben-Hadad devise a desperate plan for survival [אברבנאל]. This strategy relies entirely on the widespread reputation of the kings of Israel, who are known primarily as rulers of kindness. Commentators agree that these kings are famous for maintaining a soft heart even in the harsh conditions of war [ביאור שטיינזלץ]. They are known to offer unearned grace to anyone [אברבנאל], and will even show mercy to their sworn enemies [מצודת דוד].

To awaken this mercy and persuade the king to spare Ben-Hadad's life, the servants propose a physical display of absolute submission. They suggest wearing sackcloth around their waists, which serves both as a traditional sign of mourning and a clear declaration of surrender, giving them the appearance of helpless prisoners of war

Alongside the sackcloth, they plan to place ropes on their heads, a striking gesture with deep symbolic meaning. One perspective views these ropes as actual instruments of execution that the servants prepare for themselves. By wearing them, they make a dramatic statement: they acknowledge they are captives who deserve to be hanged, leaving their fate entirely to the mercy of a kind king Another approach interprets the ropes as a symbol of lifelong servitude. Similar to laborers who wrap ropes around their heads to carry heavy loads, the servants use this imagery to show their complete readiness to become slaves to the king of Israel [ביאור שטיינזלץ].
