וְעַתָּ֖ה מַמְלַכְתְּךָ֣ לֹֽא־תָק֑וּם בִּקֵּשׁ֩ יְהֹוָ֨ה ל֜וֹ אִ֣ישׁ כִּלְבָב֗וֹ וַיְצַוֵּ֨הוּ יְהֹוָ֤ה לְנָגִיד֙ עַל־עַמּ֔וֹ כִּ֚י לֹ֣א שָׁמַ֔רְתָּ אֵ֥ת אֲשֶֽׁר־צִוְּךָ֖ יְהֹוָֽה׃ {ס}

The continuation of the Israelite monarchy depends entirely on absolute obedience to the word of God. A king's failure to follow divine instruction directly leads to the loss of his power. Because Saul fails his test and disobeys the specific instruction given to him, his rule will not endure [מצודת דוד, ביאור שטיינזלץ]. This consequence is deeply rooted in the Torah's laws regarding a king, which promise long-lasting rule only to a monarch who does not stray from God's commandments. This strict requirement applies not only to the general laws of the Torah but equally to any specific instruction delivered by a prophet [רש״י].

There is a deeper layer to this loss of power. By relying on natural logic and military tactics instead of placing his complete trust in God, the monarchy was reduced to being merely Saul's kingdom. Because it operated purely as a human institution rather than a divine one, it is destined to collapse. Had he placed his faith entirely in God, his royal line would have been established forever [מלבי״ם].

Following this failure, God has already begun seeking a different kind of leader—a man after His own heart who will faithfully execute His will and keep His commandments [מצודת דוד, מלבי״ם]. When Samuel delivers this message, he speaks purely through prophecy, as he himself does not yet know the identity of this chosen individual [רד״ק]. Nevertheless, God has already decreed the appointment of this new leader for His people [מצודת דוד, ביאור שטיינזלץ]. Ultimately, the kingdom is torn away because Saul's disobedience proves he is not a man who truly follows God's desires.
