I Samuel 13:20Sefaria

The Israelites found themselves in a vulnerable reality, completely dependent on their enemies to maintain their most basic equipment. Lacking their own iron smiths, they were forced to travel down into Philistine territory [רש״י, רד״ק] whenever they needed to sharpen and grind [מצודת ציון, רד״ק] their everyday work tools at a local Philistine craftsman [מצודת דוד].

The historical account details four specific implements that the Israelites had to bring to the Philistines for maintenance. A point of discussion arises regarding two of these tools, which share remarkably similar names. Commentators generally agree that these represent two distinct items—one agricultural and one used for craftsmanship—but they differ on their exact identification. One perspective suggests that the first item refers to a standard agricultural plow, while the other is a specialized tool used by wood and stone craftsmen [מצודת ציון]. Conversely, another approach argues the opposite: the first item is a general term for a smith's sharp iron tool, and the latter specifically denotes the agricultural plow used for tilling the soil [ביאור שטיינזלץ]. Offering a third view, [רד״ק] maintains that the latter item is not a craftsman's tool at all, but rather a specific, sharp component of the agricultural plow itself, resembling the sharp edge of an axe.

Beyond these, the Israelites also brought down instruments used for digging and chopping. One such implement was a tool designed for digging into the earth [מצודת ציון, ביאור שטיינזלץ], though an alternative explanation suggests it was an iron peg inserted into a yoke to bind a pair of oxen together during plowing [רד״ק]. Finally, they relied on the Philistines to sharpen their axes, which were essential for the heavy labor of chopping and splitting wood [מצודת ציון, רד״ק, ביאור שטיינזלץ].
