A public divine declaration reveals God's absolute control over history and the nations of the world. Human kings typically hide their military strategies in strict secrecy to prevent their enemies from preparing a defense. In stark contrast, God openly announces His master plan, knowing with absolute certainty that no power in existence can disrupt or undo His design [חומת אנך].

The primary approach among commentators is that this vast decree does not target all of humanity at the exact same moment. Instead, it is directed at the great empires one after another, striking Assyria in its time and later Babylon in its time [רש״י, אבן עזרא ומצודת דוד]. The repetition of the warning within the prophecy serves to emphasize the severe blow that is destined to land upon these empires [מצודת דוד].

However, other perspectives view the scope of this decree literally, applying it to all the nations of the world simultaneously. According to this view, God's plan was to first force all nations to submit under the heavy rule of the Assyrian king, and only afterward to break his power [שד״ל]. Because the Assyrian empire had conquered numerous lands and cast a shadow of terror over everyone, its sudden downfall at the hands of God sent shockwaves across the globe. As a direct result, all nations were filled with awe and fear of God. Even nations like Cush and Egypt, who personally witnessed this collapse, began to worship Him [רד״ק].

Ultimately, this historical event establishes a timeless, universal principle. God's guiding hand rules the world and will not allow injustice to continue unchecked [ביאור שטיינזלץ]. The highest goal of this divine plan is not merely the destruction of Assyria, but the protection of Israel from enslavement. The miraculous defeat of the Assyrian king stands as a permanent warning to all nations throughout every generation: any empire that dares to oppress and enslave Israel will ultimately suffer the exact same downfall by the hand of God [מלבי״ם].
