וְנָתַתִּ֥י נְעָרִ֖ים שָׂרֵיהֶ֑ם וְתַעֲלוּלִ֖ים יִמְשְׁלוּ־בָֽם׃

A society reaches its lowest point when its social structure collapses and proper guidance vanishes. When God removes the elders and honorable figures from a nation, a dangerous vacuum forms, which is quickly filled by inexperienced and uninhibited individuals. Unworthy leaders seize the reins of power, leading with the arrogance and nerve typical of youth [מצודת דוד, שטיינזלץ]. This youthfulness is not strictly a matter of chronological age, but rather a profound lack of mental and moral maturity [אברבנאל]. On a deeper level, the description of these young leaders implies a state of emptiness, pointing to people who are completely devoid of good deeds and moral obligations [רש״י, רד״ק, אברבנאל].

The nature of this new leadership takes several complementary forms. In the most direct sense, it is a continuation of the tragedy of infants and children holding absolute power [אבן עזרא, רד״ק, אברבנאל]. Yet, it also points to a rule defined by abuse and mockery. In this reality, the new rulers are little more than clowns and empty individuals who govern through ridicule, constantly abusing and humiliating the people [רש״י, מצודת דוד, מצודת ציון]. They are compared to children's toys and dolls, serving as a metaphor for lowly, despicable figures who have usurped the positions of once proud and honorable statesmen [שד״ל]. A traditional perspective even compares them to foxes, symbolizing weak opportunists who snatch positions of power at the public's expense [רש״י, רד״ק].

Beyond the external damage, there is a profound psychological dimension to this crisis. The tragedy is not merely about who is leading, but what drives them. These immature rulers lack basic self-control, meaning their bad traits, pranks, and evil desires are actually what govern them. Consequently, an entire nation finds itself enslaved not just to young leaders, but to the childish whims and unrestrained appetites of those in power [מלבי״ם, שטיינזלץ].
