לַעֲשׂ֣וֹת לָר֣וּחַ מִשְׁקָ֑ל וּ֝מַ֗יִם תִּכֵּ֥ן בְּמִדָּֽה׃

God's wisdom is revealed through His precise supervision over the forces of nature. To the human eye, powerful and seemingly limitless elements like wind and water might appear to operate without order. In truth, they function through exact calculation, perfectly matched to the structure of the world and the needs of its inhabitants. God determines the proper speed and strength of the wind in every specific location, while also carefully measuring and allocating the exact amount of rainfall [רמב״ן, ביאור שטיינזלץ].

The primary approach among commentators is that God directs these powerful natural forces in exact accordance with the physical needs of the earth. Wind and water are sent to each geographic region in the precise measure required. A dry and arid land, for example, receives more rain, with water distributed carefully based on the concentration of mountains and landmasses in any given area [רש״י, מצודת דוד].

From a physical perspective, the weight of the wind refers to the actual heaviness of the air itself. Because the air closer to the earth is heavier than the lighter vapors, those vapors are naturally pushed upward to form clouds. Through this mechanism, God precisely measures how much water will remain suspended in the sky and how much will fall into the seas and rivers, perfectly maintaining the balance of creation [מלבי״ם].

On a deeper, spiritual level, these natural elements serve as a metaphor for God's influence on the human soul. The blowing wind represents divine inspiration and prophecy. God grants each prophet a specific portion of prophetic vision, weighed exactly according to their personal strength and the spiritual value of their soul. Similarly, the flowing water symbolizes the Torah, which is also distributed by careful measure. At Mount Sinai, divine wisdom allocated to each individual soul its exact, unique portion of the Torah. This specific measure allows every scholar to discover new insights in their own generation, perfectly aligned with the root of their soul. This ability to uncover new spiritual meaning is a unique gift given exclusively to human beings, an achievement that even the angels cannot reach [אלשיך].
