כִּי־ה֭וּא לִקְצוֹת־הָאָ֣רֶץ יַבִּ֑יט תַּ֖חַת כׇּל־הַשָּׁמַ֣יִם יִרְאֶֽה׃

God's providence surrounds the entirety of existence. Nothing remains hidden from His awareness, as His vision penetrates every corner of creation [ביאור שטיינזלץ]. Commentators explore whether this divine vision represents a singular moment or a continuous reality. One perspective focuses on the dawn of time, suggesting that God looked to the furthest reaches of the earth and the edge of the heavens during the act of creation. This sweeping gaze allowed Him to plan the structure of the world and anticipate the exact needs of every creature that would eventually inhabit it [רש״י, רמב״ן]. Alternatively, this vision reflects an ongoing, deeply personal providence. God's wisdom actively spreads out, overseeing the lower realm and the forces of nature [תקות אנוש]. He continually watches over everything happening beneath the heavens to provide abundance to all living things through the systems of the natural world [מצודת דוד].

This constant care is woven directly into the natural laws God established. For instance, His focused attention guided the dry land to emerge from the waters that initially covered the earth. Furthermore, His sight remains fixed on the physical, earthly domain situated below the clouds and the boundary of the sky [מלבי״ם]. There is a distinct difference in how God observes His creation. One form of His vision involves deep contemplation and directed attention, while another represents the fundamental, all-encompassing act of seeing [מלבי״ם].

This level of intimate involvement raises a profound question. Why would God choose to closely oversee a physical world so vulnerable to failure and sin? Two explanations address this. The first points toward the future, suggesting that God looks ahead to the end of days, anticipating a time when the people of Israel will achieve complete purity and perfect holiness. The second explanation focuses on the present reality. God maintains His watch over this murky, imperfect world because it houses the souls of Israel, which are an actual piece of the Divine from above. If not for the presence of this heavenly spark on earth, God would entirely withdraw His providence from the physical world [אלשיך].
