תְּהוֹם־אֶל־תְּה֣וֹם ק֭וֹרֵא לְק֣וֹל צִנּוֹרֶ֑יךָ כׇּֽל־מִשְׁבָּרֶ֥יךָ וְ֝גַלֶּ֗יךָ עָלַ֥י עָבָֽרוּ׃

The raw power of crashing waves, raging currents, and roaring depths serves as a dramatic backdrop for a profound sense of upheaval. The uncontrollable forces of nature mirror the deep internal and external turbulence a person experiences when facing God's providence.

The primary approach among commentators is to view this intense imagery—massive pools of gathered water, loud channels pouring from the clouds, and towering, breaking sea waves—as a metaphor for suffering, internal shock, and the bitter troubles of exile. The echoing depths represent an endless cycle of hardship, where one crisis calls out to the next, with a new disaster striking before the previous one has even passed [רש״י, רד״ק, מצודת דוד]. The roaring torrents and breaking waves symbolize the sheer volume of tragedies overwhelming a person, raining down upon them like mighty waters [שטיינזלץ, מצודת דוד, רד״ק].

In sharp contrast, [אבן עזרא] completely rejects the metaphor of suffering, arguing it does not fit the surrounding context. Instead, he reads the scene as a beautiful, nostalgic memory. He envisions a person fondly recalling summer walks through high mountains, watching water cascade from the peaks through natural stone channels. The water falls with the force of sea waves, and the mountain streams connect with the waters in the valleys below, sounding as though they are joyfully calling out to one another.

Another perspective transforms the water imagery into a symbol of blessing, specifically the rainfall. In this view, the clouds act as God's channels. As the rain falls, the heavenly waters call down to the deep waters resting beneath the earth, urging them to rise. They meet together as loyal messengers of God [תורה תמימה, מאירי, אלשיך]. Building on this natural harmony, [מאירי] notes that the immense power of nature, including the crashing waves, was ultimately created for the benefit of humanity, reflecting God's positive care. Furthermore, [אלשיך] draws a heartfelt plea from this scene: if simple water is welcomed with such grace because it serves God, then surely the people of Israel should be received with deep mercy, especially after surviving so many crushing waves throughout their long exile.

Finally, [מלבי״ם] weaves the storm of hardship together with the promise of hope. He compares human history to a raging sea, with the people of Israel tossed about like a fragile ship. However, when the depths roar and the waves crash at God's command, it is not merely a sound of destruction. The depths call out to one another to announce a profound truth: it is precisely from the heart of the greatest darkness that God's kindness will emerge and a miraculous rescue will take place. The raging storm itself becomes the very sign that salvation is close at hand.
