וְאָמַרְתָּ֤ אֵלָיו֙ לֵאמֹ֔ר כֹּ֥ה אָמַ֛ר יְהֹוָ֥ה צְבָא֖וֹת לֵאמֹ֑ר הִנֵּה־אִ֞ישׁ צֶ֤מַח שְׁמוֹ֙ וּמִתַּחְתָּ֣יו יִצְמָ֔ח וּבָנָ֖ה אֶת־הֵיכַ֥ל יְהֹוָֽה׃

A divine message is delivered to Joshua the High Priest, offering insight into the future of leadership and the reconstruction of the Temple. Specifically, the prophecy explains why the royal crown is not currently placed upon Zerubbabel, even though he is the rightful heir to the throne through his ancestral lineage [אבן עזרא, מצודת דוד, אברבנאל]. The message focuses on a central, highly important figure destined for greatness [מצודת ציון, רד״ק], whose development is compared to a plant slowly emerging from the soil.

Commentators agree that this emerging leader is Zerubbabel. His growth is understood in two primary ways. One perspective suggests that his status and greatness will increase gradually, much like a sprout slowly rising from the earth [רש״י, רד״ק]. Another approach highlights the distance between his current potential and its future realization. At this stage, he is still at the beginning of his journey, resembling a seed hidden in the ground that is not yet ripe enough to wear the royal crown. His very name, Zerubbabel, hints at this process, suggesting he was sown as a seed in Babylon and is destined to grow and flourish from there [מלבי״ם, אברבנאל, ביאור שטיינזלץ]. While the immediate focus is on Zerubbabel during the Second Temple period, an underlying tradition views this agricultural imagery as a subtle reference to the future Messiah [רש״י].

The prophecy further notes how this growth will manifest. Some explain this in a geographic sense, meaning his greatness will flourish directly from his own roots in Jerusalem, drawing strength independently rather than relying on others [אבן עזרא, רד״ק, ביאור שטיינזלץ]. Conversely, others interpret this growth as a matter of lineage and continuity. In this view, it is from Zerubbabel’s descendants that the ultimate Messianic king will eventually emerge [רש״י, מצודת דוד, מלבי״ם, אברבנאל].

Finally, the prophecy promises the successful construction of God's Temple. On a practical level, this serves as an assurance that Zerubbabel himself will complete the building of the Second Temple, which was already underway at that time [אברבנאל, ביאור שטיינזלץ]. However, his actions also carry a deeper, forward-looking significance. Zerubbabel’s construction of the Second Temple acts as a sign and a preparation for the distant future, signaling that the Messiah, who will ultimately sprout from his lineage, will be the one to build the final Temple at the end of days [מצודת דוד, מלבי״ם].
