The rise and fall of global empires is not a matter of earthly chance, but the result of a precise heavenly system. Behind the shifting powers of the world lies a divine mechanism where every ruling force receives its authority directly from God's throne. In the prophetic vision, an angel explains that the chariots represent the four winds of heaven, sweeping out toward the various corners and directions of the globe.

The primary approach among commentators is that these winds symbolize the four ancient empires, each receiving permission to govern the ends of the earth in its designated time. Other perspectives offer different layers to this vision. Some view these forces as God's actual decrees traveling to the edges of the world [אבן עזרא], while others see them as the heavenly princes and constellations appointed to guide these specific nations [רש״י]. Adding to this picture is the idea that each individual empire exerts control over all four directions of the globe, a reality hinted at by the four horses pulling every chariot [מלבי״ם].

Before these forces can shape history, they must undergo a vital process of receiving divine authorization. They initially stand in close proximity before God to request the right to rule [מצודת ציון, אבן עזרא]. It is only after God grants them explicit permission that they depart. Now acting strictly as His messengers, they go out into the world under His command and authority to establish their earthly dominion [רש״י, מצודת דוד, רד״ק, מלבי״ם].
