This guarantee of safety is straightforward and completely self-evident in its purpose [רד״ק].

Beyond merely rescuing the flock from outside violence, God establishes a system of justice within the herd itself. He actively judges the interactions among the sheep, specifically addressing the dynamic between the strong and the weak [מצודת דוד]. Through this process, He brings true justice to light, holding the oppressor accountable while defending the oppressed [מלבי״ם].
