וְנָתַתִּ֥י אוֹתָ֛ם וּסְבִיב֥וֹת גִּבְעָתִ֖י בְּרָכָ֑ה וְהוֹרַדְתִּ֤י הַגֶּ֙שֶׁם֙ בְּעִתּ֔וֹ גִּשְׁמֵ֥י בְרָכָ֖ה יִֽהְיֽוּ׃

A divine promise paints a picture of ultimate security, abundance, and prosperity. Under God's full care, the people will dwell safely in their land, sustained by precise and beneficial rainfall. God promises to establish a secure place for the people to settle and live peacefully [רש״י, מצודת דוד]. In doing so, He will transform the people themselves into a living source of blessing [רד״ק]. This assurance also serves to calm any fears of scarcity. The people are promised that even wild regions, such as deserts and forests, will be blessed with abundant pasture [מלבי״ם].

The focal point of this divine blessing is the Temple Mount, with the surrounding areas representing the entire Land of Israel that encircles the sanctuary at its heart [רד״ק, ביאור שטיינזלץ]. Alternatively, the holy hill symbolizes the Land of Israel itself, which is viewed as elevated above all other lands [מצודת ציון]. Another perspective extends this blessing outward, encompassing the regions that surround Jerusalem and the broader land [מלבי״ם].

To sustain this prosperity, God promises that rain will fall exactly when it is most needed [מצודת דוד], with some identifying this specifically as the crucial first rain of the season [רד״ק]. These showers are meant to thoroughly quench the thirst of the earth [מצודת דוד] and sprout fresh grass for the livestock. By emphasizing that these are showers of blessing, the message clarifies a profound point about God's abundance. Even if heavy rains fall in unpopulated areas like deserts and forests, it is not a curse or a sign of divine displeasure. Instead, it is a complete and overflowing blessing that provides for the wild regions without ever reducing the vital rainfall required for the settled towns and cities [מלבי״ם].
