כְּבַקָּרַת֩ רֹעֶ֨ה עֶדְר֜וֹ בְּיוֹם־הֱיוֹת֤וֹ בְתוֹךְ־צֹאנוֹ֙ נִפְרָשׁ֔וֹת כֵּ֖ן אֲבַקֵּ֣ר אֶת־צֹאנִ֑י וְהִצַּלְתִּ֣י אֶתְהֶ֗ם מִכׇּל־הַמְּקוֹמֹת֙ אֲשֶׁ֣ר נָפֹ֣צוּ שָׁ֔ם בְּי֥וֹם עָנָ֖ן וַעֲרָפֶֽל׃

A dedicated shepherd does not abandon his flock when a severe storm hits; instead, he goes out into the darkness to search for the sheep that have wandered away. This powerful image captures God’s deep commitment to the Israelites, illustrating His active role in watching over them and eventually gathering them from the harsh realities of exile.

Just as a responsible shepherd carefully checks and counts his flock to ensure not a single sheep is left behind [מצודת דוד, מלבי״ם], God actively walks among His people to bring them back together [רש״י]. When a flock is deeply divided and scattered far apart, the shepherd is required to conduct a much more thorough and rigorous search [רד״ק].

The scattering of the flock takes place during a time of heavy clouds and thick fog. It is the natural instinct of sheep to become confused and wander off in all directions when the weather turns dark and gloomy [רש״י, מצודת דוד, ביאור שטיינזלץ]. Metaphorically, this cloudy weather represents the bitter, confusing period of exile [רד״ק, מצודת דוד]. The Israelites were scattered among the nations during these difficult times primarily because of the blindness of their past leaders. Those leaders cared only for their own interests and completely neglected the needs of the community [מלבי״ם, ביאור שטיינזלץ].

In response to this neglect, God promises to take over the care of His flock. He will personally seek them out, watch over them, and rescue them from all the dangers and misfortunes they suffered in the various places where they were dispersed [מצודת דוד, מלבי״ם].
