By their very nature, sheep require a dedicated shepherd to maintain their unity and keep them safe. Without someone to watch over and care for them, the flock naturally begins to drift apart. Once they leave the protective safety of their group, the wandering sheep become highly vulnerable. They stray into dangerous areas where they are easily targeted and turn into prey for wild animals.

The primary approach among commentators notes that this tragedy unfolds in distinct stages. After the initial drifting, a second, more severe scattering occurs. When the wild predators actually attack, the terrified sheep flee for their lives, running in every direction in a desperate attempt to escape.

Beneath this pastoral imagery lies a deeper meaning concerning the fate of the Israelites [רד״ק]. The sheep left to be devoured by wild beasts represent the nation being handed over to the nations of the world. Ultimately, this lack of guidance and protection is a process that paves the way for national destruction and the harsh wandering of exile.
