הַמְעַ֣ט מִכֶּ֗ם הַמִּרְעֶ֤ה הַטּוֹב֙ תִּרְע֔וּ וְיֶ֙תֶר֙ מִרְעֵיכֶ֔ם תִּרְמְס֖וּ בְּרַגְלֵיכֶ֑ם וּמִשְׁקַע־מַ֣יִם תִּשְׁתּ֔וּ וְאֵת֙ הַנּ֣וֹתָרִ֔ים בְּרַגְלֵיכֶ֖ם תִּרְפֹּשֽׂוּן׃

A harsh social reality unfolds through the imagery of a flock of sheep, illustrating a world where the strong are not satisfied with merely taking the best resources for themselves. Instead, they maliciously destroy whatever remains, ensuring the weak have nothing of value. The primary approach among commentators is that this criticism targets the wealthy, great, and powerful members of society who exploit their standing. Alternatively, the warning is directed straight at the kings and leaders who fail in their duty to properly care for the people [אברבנאל].

A powerful question is posed to these strong figures: Is it not enough that their power grants them the finest, richest pastures? Basic decency would dictate leaving the leftovers for the rest of the flock. Instead, they deliberately trample the remaining grass, ruining it so the weaker sheep cannot eat [מצודת ציון, רש״י, מצודת דוד, שטיינזלץ]. This same cruelty extends to their drinking water. The strong drink from clear, pure waters where the mud has naturally settled to the bottom. Yet, once they finish, they intentionally stomp through the remaining water, stirring up the dirt and making it foul [מצודת ציון, מלבי״ם, שטיינזלץ].

This behavior captures the deep cruelty of the ruling class, who enslave the commoners and treat them like lowly animals forced to survive on trampled food and dirty water [אברבנאל]. In response to this wickedness and the ongoing oppression of the poor, God will step in directly to enact true justice. He will judge between the healthy sheep—representing the powerful who spread fear and aggressively take more than their fair share—and the lean sheep, who represent the poor suffering under the weight of oppression and exile. Since human leadership has completely failed, salvation and justice will come directly through God's own power [מלבי״ם, אברבנאל].
