יַ֗עַן אֲשֶׁ֨ר יְשָׁרְת֤וּ אוֹתָם֙ לִפְנֵ֣י גִלּוּלֵיהֶ֔ם וְהָי֥וּ לְבֵֽית־יִשְׂרָאֵ֖ל לְמִכְשׁ֣וֹל עָוֺ֑ן עַל־כֵּן֩ נָשָׂ֨אתִי יָדִ֜י עֲלֵיהֶ֗ם נְאֻם֙ אֲדֹנָ֣י יֱהֹוִ֔ה וְנָשְׂא֖וּ עֲוֺנָֽם׃

Spiritual leadership carries immense responsibility, and when those in power betray their sacred duties, the consequences are profound. The focus here falls on priests who abandoned their holy calling and actively participated in foreign worship. Rather than guiding the public toward truth, these priests served the Israelites as an integral part of an idol worship system [ביאור שטיינזלץ]. The primary approach among commentators is that by functioning as priests for foreign gods, these leaders drew the people after them. They became a direct stumbling block, actively causing the nation to fail in the severe sin of idolatry.

In response to this profound betrayal, God makes a solemn vow. He raises His hand against them, an expression of a divine oath that mirrors the physical gesture of lifting one's hands upward when swearing [מצודת דוד, ביאור שטיינזלץ]. The resulting punishment operates strictly on the principle of measure for measure. Just as they served the people and caused them to stumble in idolatry, they will be punished accordingly [מלבי״ם]. They are forced to suffer the consequences of their guilt through a severe demotion in their status.

Having abused their sacred roles, their holy standing is revoked, and they are treated as ordinary outsiders. Instead of their past invalid service, they will only be permitted to perform the most basic, simple tasks in the Temple—duties that are entirely permissible for non-priests. This consequence extends far beyond their immediate reality. Priests who committed these sins during their earthly lives will continue to carry their shame and bear their punishment even into the future, during the time of the resurrection of the dead [רד״ק].
