צָרוּר֙ עֲוֺ֣ן אֶפְרָ֔יִם צְפוּנָ֖ה חַטָּאתֽוֹ׃

Sins do not simply vanish on their own. Even when wrongdoings seem entirely forgotten or carefully concealed, they continue to exist and ultimately bring about inevitable consequences. The imagery used to convey this reality is drawn from the world of storage and hoarding, painting a picture of objects bound tightly together in a bundle and deliberately hidden away [מצודת ציון].

The primary approach among commentators is that this reflects God's careful record keeping and oversight of the people's actions. God has neither overlooked, forgiven, nor forgotten their crimes [רש״י, אבן עזרא, מצודת דוד]. Just as the nation forgot God, God now keeps their sins tightly bound up in His heart [אבן עזרא]. All the transgressions of Ephraim, particularly the grievous sin of the golden calves [רד״ק], are gathered, tied together, and securely guarded in God's treasuries. They remain stored away, waiting until the measure of guilt is completely full, at which point the final punishment will arrive [מצודת דוד, רד״ק, ביאור שטיינזלץ, צאינה וראינה].

A different perspective shifts the focus away from God and places it directly on the people. In this view, it is Ephraim who binds his sins to himself, stubbornly refusing to abandon them and repent [מלבי״ם]. Ephraim attempts to cover up his crimes from the outside world, falsely claiming total innocence. This behavior is compared to a woman attempting to hide a forbidden pregnancy. Just as the pains of labor will eventually force her secret out into the open, Ephraim's hidden sins will inevitably be exposed against his will when the agonies of exile strike. This exposure is the direct result of choosing to conceal his actions rather than returning to God [אברבנאל].

Looking deeper into the mechanics of wrongdoing, there is a fine distinction between the different elements of a transgression. The iniquity represents the twisted thought and the internal intention, which remains tightly bound and intertwined within the action itself. Meanwhile, the sin represents the actual physical deed, which is the part that is ultimately hidden and stored away [מלבי״ם].
