וַֽיְהִי֙ כִּשְׁמֹ֣עַ בַּעְשָׁ֔א וַיֶּחְדַּ֕ל מִבְּנ֖וֹת אֶת־הָרָמָ֑ה וַיַּשְׁבֵּ֖ת אֶת־מְלַאכְתּֽוֹ׃ {ס}

King Baasha of Israel abruptly abandons his military campaign and fortification efforts against the Kingdom of Judah. A sudden shift in regional power forces him to completely change his strategy and priorities.

The sudden halt to the campaign against Judah is triggered by a severe and urgent threat. Upon hearing that Aramean forces are attacking, Baasha realizes that this new invasion poses a much greater danger than his ongoing, historical conflict with Judah. Consequently, he drops his current military efforts to shift his focus entirely toward stabilizing and defending his northern borders [ביאור שטיינזלץ].

This withdrawal is absolute. Baasha does not merely pause the construction of his fortress at Ramah; he cancels every single operation and project directed against the king of Judah. This complete cessation of hostilities is further shown by the parallel historical account in the Book of Kings, which notes that he simply returned to dwell in the city of Tirzah. This detail emphasizes that he entirely abandoned all aggressive activities against Judah and took no further action on that front [מלבי״ם].
