Prayer is an intimate appeal directed to heaven, rooted in the profound understanding that true divine justice relies on knowing the deepest secrets of the human heart. Because God resides in His heavenly dwelling place, He possesses this absolute knowledge [ביאור שטיינזלץ]. Consequently, only He can provide the exact and appropriate response to an individual's actions and pleas.

When considering how God responds to these prayers, there are different perspectives on how He repays an individual. One approach suggests that God will fulfill a person's requests, granting them what they ask for, provided He sees that their heart is truly sincere and whole with Him [מצודת דוד]. Conversely, another perspective views this dynamic strictly through the lens of exact reward and punishment. In this view, God repays the wicked according to their wrongdoing, and He rewards the righteous by accepting their prayers [רש י]. This precise divine response is of supreme importance. If wicked individuals were to escape punishment for their evil actions, they might speak out against heaven and deny God's existence in their hearts, thereby causing a desecration of His name [רש י].

Ultimately, the fact that God alone knows the hearts of people is central to this justice. Since only God truly understands hidden human intentions, only He is capable of delivering the exact, fitting reward that each person deserves [ביאור שטיינזלץ].
