רָעָ֞ב כִּֽי־יִהְיֶ֣ה בָאָ֗רֶץ דֶּ֣בֶר כִּֽי־יִ֠הְיֶ֠ה שִׁדָּפ֨וֹן וְיֵֽרָק֜וֹן אַרְבֶּ֤ה וְחָסִיל֙ כִּ֣י יִֽהְיֶ֔ה כִּ֧י יָצַר־ל֛וֹ אֹיְבָ֖יו בְּאֶ֣רֶץ שְׁעָרָ֑יו כׇּל־נֶ֖גַע וְכׇֽל־מַחֲלָֽה׃

Moments of crisis, natural disasters, and human suffering often serve as testing times that drive people to seek help. A detailed catalog of these hardships lays the groundwork for understanding the conditions that require crying out in prayer. The first of these is famine, which refers specifically to a food shortage caused by factors other than a lack of rain [מצודת דוד]. Such starvation can result from severe agricultural damage, like blighting, where seeds are harmed before they can fully ripen [מצודת ציון]. This blight can also manifest as a severe loss of weight, affecting both the grain and living bodies [ביאור שטיינזלץ]. Crops may also suffer from a disease that alters their appearance, turning the surface of the grain a pale, sickly green [מצודת ציון, ביאור שטיינזלץ]. Further devastation to the harvest can come from swarms of crop-destroying locusts [מצודת ציון, ביאור שטיינזלץ].


Alongside these natural disasters is the threat of physical conflict. This occurs when an enemy forces the people into a state of siege [מצודת ציון], applying intense pressure [מצודת דוד] right within their own cities [ביאור שטיינזלץ]. After detailing these specific catastrophes, the focus broadens into a sweeping generalization, encompassing every possible plague and sickness. Following the list of particular threats, this broad inclusion teaches that people must pray in response to any trouble, injury, or illness that may arise [רש"י, מצודת דוד].


This shift from specific national disasters to a broad generalization serves a deeper purpose, expanding the entire scope of prayer [רד"ק]. By broadening the terms, the call to prayer is no longer limited to public, widespread crises. Instead, it invites the individual. Every single person, carrying their own private pain and personal struggles, can bring their pleas before God, knowing their individual prayer will be heard.
