For many generations following the Exodus from Egypt, both the leadership of the Israelites and the resting place of the Divine Presence remained in a temporary state. This long era of transition only came to a close with the establishment of the Davidic dynasty and the construction of the Temple. Solomon reflects on this history during his prayer, repeating the exact words God had previously spoken to King David [רש״י].

Throughout those early years, God did not select any specific city to serve as the site for a permanent home [מצודת דוד]. A true home in this context refers to a complete, enduring structure made of stone. Until that time, the Divine Presence rested in the Tabernacle, a temporary sanctuary covered by curtains that traveled with the Israelites throughout their wanderings in the desert [ביאור שטיינזלץ].

In a similar way, God did not choose a permanent king to lead the people during that period. While Saul ruled over Israel before David, he is not recognized in this historical review as the chosen leader. His reign was inherently temporary, as God never promised him that his kingship would be passed down to his descendants [ביאור שטיינזלץ].
