II Kings 10:22Sefaria

As Jehu finalizes his calculated plan to wipe out Baal worship, he takes a strategic step to isolate and mark his intended targets. He issues an order to the official in charge of the wardrobe, the keeper of the clothing treasury for the priests and followers of Baal This treasury consisted of chests and storage spaces where the unique garments and jewelry of the idol worshippers were carefully wrapped and kept

The demand to distribute these garments served a dual purpose. Outwardly, handing out the special clothing was presented as a gesture of honor, perfectly suited for a festive and dignified gathering [ביאור שטיינזלץ]. However, Jehu's true motive was entirely tactical. First, he needed to determine exactly who was guilty of idol worship. He worried that innocent onlookers might have mingled with the crowd simply to watch the event. By accepting and wearing the special garments from the treasury, an individual proved they had arrived with the clear intention of participating in the idol worship [מלבי״ם].

Second, the distribution of clothes was a trap designed to prevent anyone from escaping. Wearing uniform, highly visible garments made the worshippers stand out, ensuring they would be easily identifiable and unable to flee the impending slaughter Following the command, the official brought out the entire inventory of clothing. This ensured that every worshipper of Baal was dressed in the unique attire that ultimately sealed their fate
