True success in leading a nation and maintaining a kingdom is not built on power alone. It depends entirely on spiritual loyalty and keeping the Torah. Prosperity comes with a strict condition: a leader will only achieve true success if he carefully observes the Commandments [מצודת דוד]. This reliance on spiritual faithfulness is absolute [מלבי״ם]. For a kingdom to thrive, its leader must guide the people with wisdom, honesty, and deep dedication to the Torah [ביאור שטיינזלץ].

The call to observe the Torah highlights that the ultimate goal of learning is to put the teachings into actual practice [מלבי״ם]. This practical application involves two main areas. First are the spiritual decrees that lack an obvious logical explanation. Second are the societal laws, which must be carried out exactly according to the Torah's standards of justice [מלבי״ם].

Managing such a complex responsibility requires immense strength. For this reason, the leader is encouraged to be strong and brave. These expressions of strength [מצודת ציון] specifically refer to the unique courage needed to govern a kingdom [מצודת דוד]. When a king strengthens himself by keeping the Torah and pursuing justice, he is promised that he will not face fear [מלבי״ם]. He is assured protection from falling into a state of panic [ביאור שטיינזלץ], terror, or brokenness [מצודת ציון].
