לָכֵ֗ן כֹּֽה־אָמַ֤ר יְהֹוָה֙ אֶל־מֶ֣לֶךְ אַשּׁ֔וּר לֹ֤א יָבוֹא֙ אֶל־הָעִ֣יר הַזֹּ֔את וְלֹא־יוֹרֶ֥ה שָׁ֖ם חֵ֑ץ וְלֹֽא־יְקַדְּמֶ֣נָּה מָגֵ֔ן וְלֹֽא־יִשְׁפֹּ֥ךְ עָלֶ֖יהָ סֹלְלָֽה׃

God provides an absolute guarantee for the safety of Jerusalem against the Assyrian army. This assurance goes far beyond merely preventing the city's capture; it promises that even the most basic preparations and early stages of a siege will never take place.

The promised protection unfolds through a step-by-step progression of military actions that will simply not happen. The king of Assyria will not enter Jerusalem, nor will he fire a single arrow toward it. Going a step further back, he will not even reach the point of setting up protective shields to take cover behind while attacking. Finally, he will not begin the very first step of a siege by constructing an elevated position from which to strike [מלבי״ם, מצודת ציון, רש״י, ביאור שטיינזלץ, שד״ל].

The exact nature of this elevated siege structure is a matter of discussion. The primary approach among commentators is that it refers to a massive dirt ramp piled up against the city walls and towers, allowing soldiers to climb and fight from a higher vantage point. This ramp would be formed by pouring and tightly packing earth to harden it, sometimes using reed partitions to hold the dirt in place [רש״י, מצודת ציון, ביאור שטיינזלץ].

A different perspective suggests that the structure is not a mound of dirt at all, but rather a mechanical siege engine designed to hurl massive stones to break down the wall. While some reject this idea because the biblical description of pouring does not naturally apply to throwing stones [רש״י], others support it by pointing out that other biblical accounts describe these structures as actively moving toward a city. This movement makes much more sense for a mobile siege machine than a stationary pile of dirt [שד״ל].
