King Hezekiah's prayer presents a moment of absolute honesty in the face of imminent danger. Standing before God, the king recognizes the terrifying reality of the Assyrian Empire's conquests. He admits that the enemy's insulting words are backed by hard facts; it is entirely true that the kings of Assyria have devastated numerous nations [רש״י, מצודת דוד]. If these were merely the empty threats of an ordinary person, they could easily be ignored. However, the danger facing the kingdom is genuine and severe [מלבי״ם].

In detailing the scope of this devastation, Hezekiah speaks of a twofold destruction, prompting different explanations for how the Assyrians dismantled the region. One approach views this as a geographical and administrative division. The empire targeted the central cities and capital states, and then systematically laid waste to the surrounding provinces, the periphery, and all adjacent territories [רש״י, מצודת דוד, מלבי״ם].

Conversely, another perspective suggests a division between the populations and the physical earth. In this view, the destruction was directed first at the people themselves—the various nations and tribes—and then at the very ground upon which they lived. This interpretation is supported by a parallel historical account that explicitly mentions the ruin of both the foreign nations and their physical land [שד״ל, ביאור שטיינזלץ].

Ultimately, Hezekiah brings up these past conquests to emphasize the overwhelming power of the Assyrian military, which had successfully crushed all other nations. The intent is not to suggest that Assyria somehow ruined its own territory or suffered heavy casualties among its own people during these campaigns. Rather, it simply underscores the absolute, total ruin that the empire inflicted upon the conquered peoples and their homelands [שד״ל].
