It begins in the war council, where military advisors sit together, carefully calculating their strategy and plotting the destruction of the Temple [רש״י, מצודת דוד, שד״ל]. Following these deliberations, the army marches out to execute the battle plan, ultimately arriving in the Land of Israel [רש״י]. Some commentators view this entire process of mobilizing and arriving as a broader description of the enemy's swift, relentless action [שד״ל].
Beyond their physical movements, the enemy displays a profound arrogance directed at God Himself. This defiance is understood in two ways. It involves bitter insults and blasphemies hurled upward [מלבי״ם, ביאור שטיינזלץ], while also manifesting as a noisy, chaotic frenzy [מצודת ציון, שד״ל]. This agitation is not a natural reaction born of ordinary fear or anger. Rather, it is a deliberate, voluntary provocation aimed entirely at God [שד״ל]. Ultimately, God makes it clear that He is fully aware of every calculated move and arrogant insult, ensuring that the enemy will inevitably face punishment for their actions [מלבי״ם].
