וְהַלְוִיִּם֙ יִסְמְכ֣וּ אֶת־יְדֵיהֶ֔ם עַ֖ל רֹ֣אשׁ הַפָּרִ֑ים וַ֠עֲשֵׂ֠ה אֶת־הָאֶחָ֨ד חַטָּ֜את וְאֶת־הָאֶחָ֤ד עֹלָה֙ לַֽיהֹוָ֔ה לְכַפֵּ֖ר עַל־הַלְוִיִּֽם׃

The dedication of the Levites for their sacred duties involved a profound physical and spiritual transfer of responsibility. After the Israelites placed their hands upon the Levites to designate them for service, the Levites then transferred this act of dedication directly to the physical sacrifices offered on the altar [ביאור שטיינזלץ]. By placing their hands on the head of each bull individually [חזקוני], the Levites formally accepted their new role in the service of God. This action demonstrated a constant loyalty and a deep readiness to serve, allowing them to step into a new, clean future entirely free from any past weaknesses [רש"ר הירש]. Ultimately, this process was designed to bring about complete forgiveness and atone for the sins of the Levites [רלב"ג].

Although the instruction to prepare the sacrifices appears to be directed at a single leader, seemingly Moses, the practical duty belonged to Aaron. Aaron was the one who physically carried out the offerings on the altar. Because the core purpose of both the sin offering and the burnt offering was to achieve atonement for the Levites, it was necessary for Aaron to perform the service, a fact confirmed by later records stating that he personally secured their atonement [אבן עזרא].

When dividing the two bulls into a sin offering and a burnt offering, each animal is highlighted as exclusively significant. Since both cannot hold the single highest status of uniqueness, this indicates that each sacrifice was extraordinary in its own distinct way. The bull used for the sin offering was special in its specific method of preparation, as it unusually combined the procedures of a sacrifice offered on the outer altar with the burning process typical of an inner sacrifice. Meanwhile, the bull designated for the burnt offering was unique because it was carefully selected from the absolute best of the herd. To match this high standard, the sin offering bull was also chosen from the choicest animals, ensuring both offerings represented the highest possible level of devotion [העמק דבר].
