רְצוֹן־יְרֵאָ֥יו יַעֲשֶׂ֑ה וְֽאֶת־שַׁוְעָתָ֥ם יִ֝שְׁמַ֗ע וְיוֹשִׁיעֵֽם׃

The relationship between God and those who believe in Him transcends the usual bounds of authority and fear. In the human realm, a person who fears a mortal king is usually satisfied if the ruler simply leaves them alone and does not cause them harm. God, however, responds in a completely different manner. Rather than merely withholding punishment, He actively listens and fulfills the deepest wishes of those who revere Him and call out to Him in truth [אבן עזרא, רד״ק, שטיינזלץ].

Even though God is willing to grant the desires of the righteous, they are still required to pray and cry out to Him [מצודת ציון, שטיינזלץ]. The reason God waits for their supplication before stepping in is not a reluctance to help. Rather, He deeply desires to hear their voices. Much like a king who intentionally delays granting a beloved friend's request simply to continue listening to him speak, God decides in advance to answer the prayers of those who fear Him. He waits for their cries because He delights in their prayers, and only after hearing them does He bring salvation [אלשיך].

When hardship strikes the world, or when a person faces suffering meant to atone for their wrongdoings, God listens to their desperate calls and rescues them from their distress [רד״ק]. However, a fundamental distinction exists between those who serve God out of fear and those who serve Him out of love. The individuals described here, who serve out of fear, are rescued from the wicked only after they cry out for help. While God certainly saves them, He does not necessarily eliminate their enemies. By contrast, those who serve God out of pure love receive a higher level of divine protection. They are guarded from trouble before it even arrives, never needing to cry out in distress at all [מלבי״ם].
