A prophetic revelation addresses the spiritual leadership of the people, carrying a powerful promise of future growth and salvation. God speaks directly to Joshua the High Priest and his inner circle, announcing the arrival of a future leader who will completely transform their reality.
The identity of the companions sitting before the High Priest is understood in two primary ways. One perspective views them as the other priests and leaders of the priesthood who returned to the land of Israel and are fitting to sit in his presence [אבן עזרא, רד״ק, ביאור שטיינזלץ]. Another widely accepted approach identifies these companions as students of Joshua, specifically Hananiah, Mishael, and Azariah [רש״י, מצודת דוד, אברבנאל, אהבת יהונתן, צאינה וראינה].
These companions are recognized as men of wonder or living signs. Some explain this means they are distinguished individuals [ביאור שטיינזלץ] or men who are truly worthy of experiencing a miracle [אבן עזרא, רד״ק]. Those who identify the companions as Hananiah, Mishael, and Azariah explain that the title refers directly to their miraculous survival in the fiery furnace. God saved them so completely that not even their clothes caught fire, forever marking them as living symbols of a divine miracle [מצודת דוד, אהבת יהונתן].
The prophecy culminates with God's promise to bring forth a special servant, who is compared to a sprouting plant. There is a deep discussion regarding who this future leader is. One group of commentators argues that this refers to Zerubbabel, the political leader of Judah [רש״י, אבן עזרא, רד״ק, ביאור שטיינזלץ]. Although he held a low position in the royal court, God promises to make his greatness and reputation grow naturally and steadily, just like a plant rising from the soil. God will grant him the favor needed to successfully rebuild the Temple [רש״י, רד״ק].
A second major approach identifies this sprouting leader as the future Messiah [מצודת דוד, מלבי״ם, אברבנאל, צאינה וראינה, אבן עזרא, רד״ק]. In this view, the Messiah is compared to a shoot from the family line of Jesse. Right now, he appears to be completely hidden, like a seed buried deep in the earth. However, when the time for redemption arrives, he will suddenly sprout and blossom into the open [מלבי״ם, אברבנאל].
Within this discussion, there is a strong rejection of the idea that the promised leader could be Zerubbabel. The argument is that Zerubbabel had already arrived from Babylon and was already serving as a leader; he did not gain any new royal power after this prophecy was given. Furthermore, according to this specific view, Joshua the High Priest was no longer alive when this vision took place. Instead, the divine promise is directed toward his pure soul or his future descendants, the Hasmoneans, who would eventually face severe trials against the Greeks [אברבנאל].
